INTRODUCTION
The new rules for Golf 2019 will come into effect on January 1, 2019. The most important changes include:
New definitions:
Penalty area - an area from which a relief with a 1-shot penalty is possible (previously 'water hazard'). Still defined as yellow or red.
Relief area - the area in which the ball must be dropped (and must rest) when relieved under a rule.
Reference point - the point from which the size of the relief area is measured.
General area - all around the track except tee areas, penalty areas, bunkers and greens (formerly "Through the Green")
Temporary water - formerly "Casual Water"
Pace-of-play support
Promote Ready Golf in the Stroke Game.
A maximum of 40 seconds is recommended to play a shot.
Reduced seek time, alternative to stroke & distance and inserting the flagstick into the hole (see below for more details)
Players can agree that it is not their turn in match play.
Elimination of "Ball Moved" Penalties
No penalty if you accidentally move a ball on the putting green or look for a ball.
Relaxed putting green rules
No penalty if a ball hits an unattended flagpole in the hole.
Players can repair damage to the green, regardless of whether their ball is on the green or not. This includes old puncture plugs, nail marks and damage from shoes, animals and maintenance practices.
No penalty for touching the putt line.
A ball that rests against the flagstick is considered to be punched as long as part of the ball is below the surface of the earth.
The wrong green error now includes the player's attitude.
Relaxed bunker rules
No penalty for moving loose obstacles (stones, leaves, etc.) in a bunker or for generally touching the sand with the hand or the bat (but not directly in front of or behind the ball, or performing a kickback or practice swing).
An additional bonus option for a non-playable ball that allows the ball to be played with a two-stroke penalty from outside the bunker.
Loose rules for criminal areas
Extended use of red penalty areas where side relief is allowed (used on the 13th hole at MGC).
No penalty for moving loose obstacles, touching the ground or water, or performing a practice swing in a penalty area.
